THIS PROBLEM CAME ON OVER A SHORT TIME, INTERMITANT AT FIRST NOW WIPERS DONT MOVE AT ALL . HEADLIGHTS ALSO DIM . COULD THIS BE TO DO WITH GROUNDING.
