laying flagstone around a river birch

We have the problems you'd expect with grass not growing underneath a healthy river birch. But due to its location we regularly need to walk right next to the tree, so we can't plant ground cover. We'd like to lay a ring of flagstones around it--3 to 5 feet from the trunks--with wood chips inside the ring. I'm concerned about digging around the roots to lay the stone. Will that harm the tree? We live in the Midwest.
