kyocera s4 battery wont'charge 1 blinking red light battery new charger output 5v

I have a Kyocera Finecam S4 . I cannot charge the battery . Charger output is O.K. 5v DC . I have replaced the battery . The camera displays 1 blinking red led instead of 2 solid ones . Any idea what the blinking light signifies ? There is nothing in the manual about this .
