knock out roses disease

my knock out roses have redish purples stems coming up with ugly hairy thorns and redish purple leaves. The flowers that come off these stems are small and don't look like the other roses. What is happening? The bushes are 2 years old. I have three and all three have this. I have been cutting it off when I see it, but it isn't stopping it and the bushes are beginning to look awful. I need help. Someone said it is witches broom, but it doesn't look like any of the pictures I have seen of that.
