changing time on time clock

We ( this involves hundreds of employees) have a time clock at work that changes on an irregular pattern sometimes changing as much as 7-13 minutes in one day! Over the course of a pay period the clock changes an average of 6-7 times and this has been happening since I started work 8 months ago. I have notified my supervisor and the next level administrator to no avail. For my own proof I have written the inaccuracies with dates and times in log form as well as multiple pictures on my cell phone to document both the accurate time and the time clock time. I am now threatening not to punch in/out when the time clock is more than 3 minutes off. What should we do?
