What is the testing procedure for HIV and AIDS in India?

    During the 2004 only five percent of pregnant women living with HIV received antiretroviral treatment which prevents mother-to-child transmission of the AIDS. In 2009 this had increased to 17 percent but with such low coverage thousands of children are still infected every year from mother-to-child transmission in India. The normal consensus among those fighting AIDS worldwide is that HIV testing should be taken out voluntarily, with the consent of the individual concerned. This concept has been supported by the Indian government and NACO, who have helped to develop hundreds of connected counseling and testing centers in India. At the end of 2009 there were 5135 ICTCs in India and these centers tested 13.4 million people for HIV, an increase from 4 million in 2006.
   Although voluntary testing is officially supported in India but few states have tried to approved policies that would force people to be tested for HIV against their wish. In Goa and Andhra Pradesh the state governments presented a bill in 2006 to make HIV tests essential before marriage, and in Punjab it has been proposed that all people willing to obtain or retain a driver’s license should be tested for HIV. Neither of these plans has come to implement, but they have concerned activists, who argue that HIV testing should never be imposed on people against their wills. India has definitely made progress in expanding HIV testing to its large population. Although considering only 50 percent of those recently infected with HIV are aware of their status but there is still an important work to be done in this part.
