What is the difference between Chief guest guest of honour?

I have my question regarding two very commonly used titles, the Chief Guest and the Guest of Honour. One thing is for sure that both these titles have something to do with the most important personality in a party, a ceremony or any social or official gathering. Nevertheless, I would want to know what is the meaning of these two titles as well as the difference between them.

     If we ever try to follow the English dictionary, we will come to know that the phrase 'Chief Guest' does not exist at all. Infact the actual phrase is 'Guest of Honor' who addresses at the gathering and officially opens a formal function by often delivering a speech. In this sense we can say that the 'Chief Guest' and the 'Guest of honor' are one and the same. Now the question could be that if there is no difference in the two, then why the phrase Chief Guest is used quite often. The reason is that, the phrase Chief Guest is used mostly in Pakistan and India. The countries in the west are not even aware of any such phrase like Chief Guest. The 'Chief Guest' in the subcontinent enjoys/assumes the role what 'Guest of honor' enjoys/assumes elsewhere. Besides, the 'Guest of Honor' is used only to give some importance to the guest invited to the function but nothing else and it should not be confused with 'Chief Guest used in subcontinent.
