Is it considered wellfare fraud and can soemthing be done about it, if a mother who has shared parenting with the father, and he was orderd to have primary insurance through United health care, and he did in Oct of 2009. The mother is still using Caresource, and not using the UHC at all, and is not tell the childs primary care physician that she even has the other insurance.
