Steps to get Philippines citizenship?

A friend of mine is trying to get a Philippines citizenship from a while now but he is not aware of the proper procedure to do this. I have tried to help him but no luck. I am really looking for some help in this regard so that I can get my friend a citizenship of Philippines. Someone please help me in this regard. I would really appreciate the favor.

Here is a procedure which a friend of mine has experienced recently and he got his citizenship by this procedure. Actually there are two ways for foreigners to get a citizenship in Philippines. First one is a special Visa E13 with a limited quota allowed for foreign residents and that is the nearest anyone can come to getting permanent residence. If someone marries and has registered his/her children by marriage to a Filipina citizen then his/her status can change to BALIKBAYAN and when arriving in Manila with his/her family the person granted a Bikbayan ONE YEAR + 21 days visa. The second one is an expensive Philippine Retirement Authority Visa for U$75000 Cash advance Bond which can be returned as part of an investment within 6 months later. But by this no one can become a Philippine Passport citizen to my knowledge as of now. Occasionally during the past 20 years there has been political suggestions to LEGALIZE Illegal Aliens for a fee of about U$2000 which have been estimated at 500,000 foreigners, mostly Chinese.
