Seniors driving cars

Why is it that seniors, who cant hear well, see well, move well, and much less drive well, still have their drivers licenses? Doesn't it create a hazard for other drivers? I have seen elderly women going 20 mph on highways and stopping for excessively long periods of time at stop signs.

    seniors actually do have to do their test at a certain age again and if they pass they can drive again. another problem is, most people kick out their parents when they are really old and these poor seniors have no choice but to drive themselves; they cannot afford taxi.
