Sending patient to collection when outstanding charges are to participating insurance

I have a physician that has sent me to collections because the insurance company that they are participating providers have failed to pay the claim. I have been submitting the claims and calling the office to give updates on what the insurance has told me. He has been very rude and told me not to call or fax anymore. He is tired of dealing with me and has now sent me to their collection agency. Can he do this? It doesn't seem right to me. Thank you for any and all input.
