RCA H5400 cordless handset won't accept call on hold (from another base unit).

I have an office system consisting of several RCA Executive 4 line base phones and a couple of H5400 cordless handsets. when a call comes in and is placed on hold, how do I pick up the call using the handset? When I push the hold button on the handset, I get a message "error:inhibited"
