Two months ago, President Zardari has announced during his visit to Special Children Centre that Special People will be issued a Disability Card by the Govt. of Pakistan. Besides other facilities, they will be able to buy (import) one vehicle for their personal use without paying custom duty (custom free) through this card. Please intimate / clarify regarding this announcement (especially the custom free vehicle).
