Please help us find the name of this movie

Here is all we know. It was set in post war Europe and features a blind man who plays Mona Lisa on the accordion whenever the bad guys are around. Thank you very much for your consideration. I look forward to any help you can offer. I tried but could not find any suitable information. I wish I could find something which could easily relate my queries. Help me out and give some good information on the topic.
