The TV quit working and the power standby indicator light is blinking red.  the owners manual indicates that when this happens, I should call a repairman.  I am wondering if it is an indicator that the bulb is burned out and can it be replaced by someone who is pretty handy?

i believe your TV is probably a CRT type, having rear projection unit and does not have a lamp like the newer LCD designs do. These older CRT sets should not be mended, unless you are an expert tech. I guess you are facing a power supply problem and I think I would call out a tech and see what he can find on a service call. He can likely tell you what he thinks is wrong and give a repair estimate on the spot.
