Person that touch his own hair all the time?

I see a person who I don't know outside and he always touch his hair (on the back of his head). I wander what is it, is it a mental disorder of some sort?

    Hi, Are you kidding me ? It looks soooo soft and fluffy...Not at all like boring straight hair...I'd love to touch a natural afro ! On a side note (I have very straight and fine blonde hair)...When I was in the 7th grade in central Florida, I was one of only 2 white kids in a class of over 30 and every day at recess the girls would fight over who got to play with my hair
