My friends moved to Toronto, and rented the top floor of a bungalo. They have a 1 year old baby. Their downstairs neighbours, 3 months after they moved in, started acting peculiar. It started with blocking their car in the mornings, then continued to locking a common laundry room and not allowing access for over 3 weeks. Then, they would go away for the week-end and leave their stereo on at full volume, and their speakers pointing ot the ceiling. Soon after, my friends husband asked them to lower their music if not during the day, at night since their baby had to sleep. They responded with suddenly blaring the music and shutting it off. and leaving the radio on all day while they were not home. This eradicated to going to the electrical box on a dialy bases and shutting off their electricity in random rooms at random times all throughout the day and night. Last night got worse as the temperature went down to -30 degrees celcious, and the neighbours decided to shut off their heat. My friend's husband woke up very sick, and unable to go to work, the baby who has been fighting a cold is now worse, and after calling the landlord, they finally turned on the heat upstairs this morning. Don't know how their behaviour came about, they were fine neighbours the first 3 months and from one day to the next, basically went crazy! After various complaints to the landlord, things are getting worse. Their "living" is being compromised with the constant harrassment, is there anything my friends can do?
