Why not just move to Oklahoma and share a house and bills with someone else that is disable?

Thailand could be a good bet for you. $1000 a month is pretty low, but if you find a smaller beach community, it can be done if you live simply. Avoid Pattaya and Phuket as the are more expensive and just do a little research on other beaches there. You can take up residence in a guesthouse allowing you your own room, and eat cheap food from street stalls.
Visa laws are really tricky, but if you can work the "retirement" angle it would go a lot more smoothly.
I used to live on Phuket and loved it! -although I had more $ to work with. You may have to learn some thai, but it's not as hard as it looks and people are friendly and patient.
Many beach communities have a lot of expats, so you could easily make a friend or two at the local bars.
