Mystery ticket.....

Here is the situation.

October 24th of last year I was leaving NYC and soon after changing lanes, flashing light behind me. I pulled over and the cop asked for my license and registration-check. Asked me, "do you know what I am pulling your over?" I stated, "no idea." He says, "you failed to use your signal when you changed lanes." I laughed and replied, "Well I cannot argue with you there, you got me." The cop was totally cool-a rarity in NYC.

He tells me to sit tight as he runs my info. At this point I was fully expecting to receive a ticket. Several minutes pass and the cop returns and says something like, "well Mr. Roberts I appreciate your good attitude and I am letting you go with a verbal warning, please use your signal in the future." I thanked him for being so cool and letting me off. End of story....

Or so I thought - two months later on December 17 I changed my Pa license to NY - all went fine and I was told that my new license would arrive in 4-8 weeks. Well yesterday, 10 weeks later, I went on the NYS DMV website and learned that what was taking my license so long to arrive was it was delivered but returned to the DMV by the post office. Strange.....

So I called the DMV this morning and was told that my license could be be redelivered now because I had an outstanding ticket from Oct 24 for failure to signal and my license had been suspended for failure to respond on January 15.

Basically as it now appears Mr. "cool and friendly" cop did not in fact let me off with a warning but rather wrote me a ticket and turned it in WITHOUT making me aware of ANY of this. I never got any notice about this ticket or my suspension.

How can this be? How is this legal? Isn't the ticket supposed to be signed by me as acknowledgement of receiving said ticket? Someone PLEASE shed some insight on this mess that is going to cost me several hundreds of dollars to fix.
