My senegal parrot

Hi.
I have a senegal parrot who is five years old. He doesn't speak yet and I'm wondering how to teach him to speak. He imitates simple sounds like a microwave beep or a whistle. Is that a start?
Also, I am told that senegals are very playful, but he's not that playful. He has plenty of toys, but he seems bored when I'm not holding him. Should I rearrange his cage once in a while?
