MTV sign up help?

All I want to do is vote for the movie awards. So I tried to sign in and I thought it worked. I'm old enough, my URL is available, and everything. But it said "Based on the information you submitted us, you are ineliglabe to register." And I live in the U.S. I read the terms of agreement. So why won't it let me sign up?
