Why do they lock gas station bathrooms? Are they afraid someone will
clean them?

Well it depends where the bathrooms are but the main reason is to make sure the bathrooms are not used for any illegal activities. when someone comes and asks for the key at least the attended knows and can check if needs be. also if the bathroom stays locked they don't have to clean it at the end of the shift :)
