How to Grow and Care for Lilac Bushes?

Can you tell me why my lilacs don't flower every year? Some of the shrubs get flowers where as some do not. How to grow and Care for Lilac Bushes in a garden? I live in Minnesota. Is there anyone who can help me in detail please?
