Question:

The Lewis structures

I am having difficulty understanding resonance forms. I got the impression from my professor that oxygen is more likely to make double bonds than other atoms, so when there is one oxygen and then some other atoms, there are no resonance structures. For example, the molecule POCl3 would have P in the middle, with a double bond to O and a single bond to each of the Chlorine atoms. Why would you not have a double bond instead to one of the Chlorine atoms? Wouldn't that be a legitimate resonance form?
