I have a Kohler San Raphael one-piece toilet. I recently replaced the float apparatus (part# 1013282) but the tube that comes out of the top and rests in the overflow tube has no water coming through it. If I am correct, there is supposed be a temporary flow of water through that tube to supplement the water in the bowl after a flush. It shuts off a short time after the float shuts off the water supply to the tank. And no, the tube is not plugged. Thanks,Tom Z.
