Is my female cat in heat or acting like a mother?

I just introduced a 9 week old male kitten into the household. My female, almost a year, is surprisingly handling the new kitten very well. It's been three days and there has been no outright aggression. My only concern is that my female cat likes to pounce at the kitten, startling him into hissing. She also tries to bite his neck. Is this because she may be in heat or is she simply feeling some sort of maternal instinct? Whenever the kitten is in my room, she will cry at the door until she is able to see him.
