Is Obama's warning to Libya limited or to the whole Muslim world?

   Over the years, we have seen that whenever a leader of a Muslim country does something wrong, always gets targeted by the western countries, particularly the U.S. Some time ago we also saw a revolt against the Iranian President which was pinned down sensibly by the government. Apart from Iran, no other government in a Muslim state seems to have dealt with it rather successfully. Perhaps Obama's message to the Libyan Muammer Gaddafi is an attempt to somehow alert Iran of a possible military action against them.
