Ice maker in Sub-Zero 650 doesn't work with normal water pressure

I have a Sub-Zero 650 fridge/freezer and the ice maker doesn't work. About a year ago the ice maker started working on it's own all of a sudden. I figured out that it happened at the same time as the water pressure pump in our building broke down (it's used to boost pressure to normal levels for the 6th floor). When the pressure pump was fixed a couple weeks later, the ice maker stopped working again. This has happened one other time because of a flood in the building's basement killing the pump and same thing... if the water pressure is lower than normal, the ice maker works. How can I fix this?
