INR fluctuate when stop taking warfin

Because of surgery my Doctor want to bring my INR from 3.0 to 1.5 he stop my warfrin completely I am on bed rest but my INR shows fluctuation and instead of going down its steadily increasing my doctor already performed liver test but its shows liver working fine also I am not taking any other medicine or any diet that might risk the fluctuation…any clue why INR fluctuating?
