I have stains around my pool concrete

I can not remove the stains around my lite colored concrete around my ingroun pool. It looks terrible the pool and concrete is only 5 years old. Is there a chemical substance I can use to put on the cement to take away the stains. I power washed and the stains are still there. Help?
