I have a problem with all three break lights on a 1999 Mercedes Benz how do I repair this.

I have a problem with my 1999 mercedes benz s-420 all three break lights are out. I have tried changed bulbs,the fuses were checked and still the three break lights do not work.There is not a break switch in the mannule that I could find.How do I fix this problem.
