Right this does not add up. You say it has an MOT, ergo you are in the UK - you are either mistaken and/or lying about at least 2 points.
1) You cannot have a licence. You cannot even APPLY for a provisional until you are 17.
2) You cannot apply for insurance (note spelling) without a FULL UK licence (that's full as in 'having passed your test')
3) I've no idea what you mean by 'MOT insured'. An MOT is NOT insurance.
So we have 4 offences here: -
1) Driving without a licence (6pts/£1,000 fine/possible disq.)
2) Driving without insurance (8pts/£5,000/dsq not possible)
3) Driving without tax (£1,000 fine)
4) No MOT (£1,000)
So that's 14 points on a licence you don't possess and fines totalling £8,000! Wow!! You're going to have to get a helluva summer/weekend job to pay that lot off!
And, when you do get your licence - you won't be able to learn to drive (at least no respecting school will allow you) until the points are spent (I think that's 5 years now). They'll go on your provisional - and you'll not be allowed to start until you're 22 at the earliest (that's providing you're not banned the second you get your provisional!)
