What are the best ways to change Wordpress permalinks while using Windows server IIS7.0?

Most of the webmasters and wordpress users I have interacted with are of the view that the utilization of Wordpress especially on a Windows Server having IIS7.0 generally transforms permalinks to get you index.php sort of thing in url, which is quite difficult for the people like I am to change.
