How can I register my complaint against a zong number who has cheated me?

A zong number 03136610102 used a mobi link number +923047065138 for sms.In the sms he used 1253013606001001002u2u31 to transfer my credit.I want to register a complaint against both 03136610102 and 03047065138.Please tell me the way/path how can I register my complaint.My email is tahirabumuneeb@yahoo.com

    This person is totally mad and he dont know how to use mobile, he is continously texting and calling to unknown numbers and abusing Zong's packages.......so please its my request to Zong Providers to check or block this number plz plz plz... Number is 03132305667.
