Well, you have to be born as a merperson and the only way you will know if your a merperson is when you are thirteen years old. If you did find a spell (that is real) you might not be able to use it if you don't have magical blood in you. If you do; that spell should be active when you say it unless there is something like a requirement (special item or a special activation time). I would suggest a potion but those a usually permanent. As for powers the only ones are talking to fish and entrancing people on boats though some have electrical powers from eels.
p.s. make sure that spell is a temporary enchantment so you won't be trap as a fish person forever since its not true about "wet -tail / dry- legs"
