Title of a horror movie.

You will have to forgive my lack of details... but I am trying to recall the name of a movie I watched in a film class I took in college. It is black and white a horror/psychological thriller. I think it is film noir. There is a children song sung in parts of the movie which makes it very creepy. The movie is about a serial killer. Can you tell me the name of this movie. i am really looking forward for your help.

    I think you are describing “M” one of the best of the early German films made by Fritz Lang.
    M is a 1931 German drama-thriller directed by Fritz Lang and written by Lang and his wifeThea von Harbou. It was Lang's first sound film, even so he had focused more than a dozen films previously. The film has become a classic which Lang himself examined his finest work.

    Plot: The action opens with a category of children performing a toy embroiling a tune approximately a child murderer in the yard of an apartment constructing within Berlin. (While the placement is never mentioned within the picture, the dialect consumed via the souls is aspect of Berliners, and a police inspector's map labeled "Berlin" and a policeman's order towards rob a doubt towards the "Alex", Berlin's central police headquarters onto the Alexanderplatz, earn the venue clear.) This foreshadows the impression of Hans Beckert (Peter Lorre), a serial killer and, it is implied, a pedophile who preys onto children.
    In the beginning audience does not perceive Beckert's face; they merely perceive his shade, shots of his body and listen him whistling "In the Hall of the Mountain King" by Edvard Hagerup Grieg. He befriends Elsie Beckmann (Inge Landgut), a small girl playing with a ball. He pays her a balloon from a blind man. Tension slowly builds as her mother (Ellen Widmann) waits for Elsie to come home, culminating in her frantically naming for Elsie out of the window. The audience perceive Elsie's ball rolling through lengthy grass and thereafter the child-shaped balloon ensnared in phone queues, and subsequently floating away.
