    I feel that children should have to learn swim fully clothed as they would need to be able to swim fully clothed if they fellin to a pond river lake or even a privert swimming pool in thier parents or a familey members garden they may have more than a swim suite on.

    also ifthey are out with freinds or on their own and some one is in difeculty in the water they may have to enter the water, again this may mean having to swim fully clothed.

    i would say start doing this at about 8 or 9 years old. beging with one extar item of clothe ie t-shirt then add trackie bottams jumper soacks then shoes and may be evan a coat.
