   During In 1996 - 1997, India and Pakistan set up low-level meetings to defuse tension over Jammu and Kashmir and because of this the diplomatic push became an agenda for peace talks which was agreed on. Pakistan suggested that the two sides meet to discuss restraining nuclear and missile capabilities. they announced an eight-point agenda for peace talks, including discussion of the Kashmir issue. Although the talks ended in stalemate, both sides promised to meet again.
