Dakota won't start & run when warm

I've changed the fuel pump on my 1988
Dodge Dakota (twice) Replaced idol speed control actuator, fuel pressure regulator, throttle position sensor & fuel filter. There is only 26lbs pressure from the fuel pump. Supposed to be 70lbs. What could be the problem???
