Chronograph Watch is not working

Its a Chronograph Watch #96R47 by Bulova. Its brand new and the second hand is not working. My husband bought it months ago before he deployed for Iraq, in order to have it waiting on me for our anniversary. I dont talk to him much, so as of right now, I dont know where he got it. Is there a reason why it may not be working?
