Building a resort on El Nido

My Filipina wife and I hope to purchase sufficient land to build 3 or 4 Native houses for both divers and travellers alike, and would greatly appreciate any and all advice pertaining to the legalities surrounding this and the most reliable realtors in Puerto Princesa or El Nido itself
