Is an Assemble always a traveling step.  I guess another words when you execute this step are you never to stop and just do an assemble or do you travel with it always.

Usually an assemble does not at all times need to travel a great deal. A normal and typical assemble comes from the back in 5th position and closes front, this is the basic assemble ballet dance, so in that way, it will always travel forward slightly because of the changing 5th position. Assembel  does not at all times  have to travel when approaching the landing.
