Are scooters street legal without a license in pa?

I have a question regarding some of the electric vehicles that are vastly seen during these days. I have seen many people specially the young kids whistling around in the streets on electric bikes and scooters, thus living up dangerously. For this reason I want to know that are these electric scooters and bikes allowed without a license in PA?

     With the growing advancement in the field of technology, there have been some extra-ordinary new inventions as far as the motor bikes and scooters are concerned. Previously driven on petrol for a long time, now there are certain electric and chargeable bikes and scooters. The young kids, specially the teenagers are getting attracted towards these inventions and a big number of the youngsters are having these bikes and scooters, who whistle around in the streets thus living up rather dangerously. Many countries have performed electric bicycle laws to regulate the use of electric bicycle. Countries such as the United States and Canada have federal regulations governing the safety requirements and standards of manufacture. Other countries like the signatories of the European Union have agreed to wider ranging legislation covering use and safety of their term EPAC (Electric pedal assisted cycles). However, confusion remains regarding the various legislations involving electric bicycles. This stems from the fact that while some countries have national regulations, the legality of road use is left to states and provinces, and then complicated further by municipal laws and restrictions. In PA, one may not be allowed to ride a scooter in a street unless it’s a private property.
