Admiral swamp cooler

I have an Admiral swamp cooler or maybe it isn't. I t poured water out when I tilted it. It has what looks like to radiators and a closed system. What is the water for or refilled etc. I mean if water fell out it means it is low on water right? Well anyway I can't figure out how to pour water back into it. It only seems to keep the bedroom a few degreesa cooler than the other rooms.
