98 mercury mystique wen you push gas squeals and won't go over 20

what is the possible problem with a 98 mercury mystique that has an intact throttle cable but when you push the gas it makes a sucking noise and won't go over 20 squeal is up by the driver side firewall we were traveling at 55 it started to make the noise and slow i can't see any broken hose and a sickly sweet smell started to fill the cab catalatic converter just a hose injector seal any thoughts please?
