95 mercury

my brother in-law has a 75hp mercury on his bass tracker its been out of operation for about a year now we got everything back in running condition and now it seems that the tilt and trim motor has gone out we tried swapping relays and all we get is a clicking noise out of them using a volt meter we checked voltage at the green and blue wires going into the motor and when you try to trim up we have voltage on the green and trim down we have voltage on blue could there be anything else that we could be missing??? thanks
