6 month labour ban and how to lift it? Is it the individual or the new employers responsibility?

I have been employed with a company in Dubai since 30th August, 2009 and my visa was stamped on 3rd November 2009. I now have an opportunity with a non competing company in Dubai and have to serve a month notice before starting work with the new firm. I am aware of the default 6 month labour ban but I am unaware of how much I will need to pay to lift the ban. Do I need to pay AED 500 for the un-worked months leading to one year or pay AED 5,000 regardless of my tenure with the company? Please advice. I need to make a decision ASAP. Thanks for your help.
