2003 VW jetta wagen TDI

The upper tail lights and front parking lights do not turn off when the light switch is turned off and the car has been turned off with the key out of the ignition switch. The only way to get the lights off is to pull both 5 amp fuses. What could cause this? Also, where is the relay for the lights located?

    my key does not unlock the doors anymore but can start the engine. How do I reset it back to normal? Do I have to change the battery?
